Description
The State of Iowa seeks a vendor that can provide a prepaid debit card (release card) for incarcerated individuals who are released from the Iowa Department of Corrections.
The Iowa Department of Corrections (DOC) is comprised of nine institutions that house approximately eighty-five hundred incarcerated individuals. These nine institutions are as follows: the Anamosa State Penitentiary in Anamosa; the Clarinda Correctional Facility in Clarinda; the Fort Dodge Correctional Facility in Fort Dodge; the Iowa Correctional Institute for Women in Mitchellville; the Iowa Medical and Classification Center in Coralville; the Iowa State Penitentiary in Fort Madison; the Mount Pleasant Correctional Facility in Mount Pleasant; the Newton Correctional Facility in Newton and the North Central Correctional Facility in Rockwell City.
Incarcerated individuals with the DOC have financial accounts and in some cases are eligible for a gate allowance. When an incarcerated individual leaves the system for most release types he/she is issued a release card that will contain the balance of his/her account and any applicable gate allowance.
In FY19, there were 4676 releases that would have qualified for a release card. In FY20 there were 4980 and in FY21 there were 2471.
