The DNR intends to execute a sole source contract with Visual Labs, Inc, a Delaware Corporation for the services of their proprietary smartphone software application for DNR’s body worn smartphone cameras to record audio and video of interactions between the DNR and the public.
The DNR intends to use the Visual Labs smartphone application to store body camera footage (e.g. video, photo) as an encrypted file (AES-256) in encrypted storage on the Android smartphone. A digital fingerprint (SHA-256) is taken for the original file. Footage is stored in a “sandboxed” portion of internal storage such that it is not accessible by the user or other applications. The encrypted footage is uploaded via an encrypted connection (HTTPS) to the Visual Labs website (https://gov.visuallabsinc.com). The Visual Labs website is hosted in the Microsoft Azure Government Cloud and receives an A+ rating on the SSL Labs Server Test tool. Upon upload, the digital fingerprint is verified, and the footage is stored encrypted at rest (AES-256) in the Virginia region of the Microsoft Azure Government Cloud. According to Microsoft, files are replicated three times in this region to provide 99.999999999% durability. Once the upload is successful, footage is deleted from the Android smartphone. On a daily basis, footage is backed up to the Arizona region of the Microsoft Azure Government Cloud. In accordance with our software subscription Agreement, all footage is owned by the Client.
There are no other known smartphone software applications that provide the above services.
