Iowa State Patrol Law Enforcement Uniform
Request for Proposals
Description
bjectives.
The Iowa State Patrol (ISP) is a division of the Iowa Department of Public safety and is seeking eligible respondents who can provide law enforcement uniforms for their current and newly graduated sworn officers and troopers and vendor inventory management. ISP currently has 400 soon to be 500 troopers. Future state for ISP is to anticipate 2 academies each year. There are scheduled 2 academies in one year (1 - 10 week academy and 1- 20 week academy). ISP anticipate 30 students to enter each academy, but current state has been 12-22 students attending and 9-18 students graduating. The number of students is fluid but average is 15 students each academy.
Uniform orders shall be placed as followed by ISP:
Winter Uniforms – order placement by May 31 for September 30 delivery
Summer uniforms – order placement by October 31 for February 28 delivery
Academy Graduation Uniforms – order placement during academy with delivery 4 weeks prior to graduation ceremony.
Special Order uniforms – orders placed as necessary with delivery within 90 days.
ISP currently manages their own inventory of uniforms. The current inventory for both new and salvage clothing is worth:
New $95,789.09
Salvage $83,513.31
Background.
Iowa State Patrol switched to the current worn uniform in 1971. ISP has kept the same specifications for over 50 years.
ISP is not considering any changes to uniform specification at this time. Changing any specifications would have a significant financial impact on the division at this time. The uniforms will be the same design as the current uniform to maintain consistency. Information about the design and construction of the uniforms can be found in Appendices A-O.
SP badge artwork and placement of badges on uniforms can be found on Appendix H. The last 3 years of sales ISP uniforms can be found in Appendix J. The last 12 months of sales is estimated to be closer to future state ISP prefers to keep more uniforms in stock for prior certified academies and ISP will be outfitting 100 new officers this year as well.
The State of Iowa Department of Public Safety (DPS) had previously entered into an agreement with Carpenter Uniform for the Contractor to perform Vendor Managed Inventory (VMI) of the State’s new/ unused Iowa State Patrol uniforms consisting of Men’s and Women’s Short and Long Sleeve Shirts, and Trousers which will be kept in inventory and managed at the Vendor’s location in Des Moines. Contractor was to be responsible for all aspects related to: inventory, replenishment, tailoring, altering, storing while protecting from damage, and utilizing just in time inventory principles to the full measure practical. The incumbent Contractor does not provide these services.
