Request for Bids The Senior Health Insurance Information Program (SHIIP) and Senior Medicare Patrol (SMP) programs of the Iowa Insurance Division are seeking bids for completion of three marketing campaigns. The Scope of Work for the three marketing campaigns and deadlines for each are listed below. We are seeking one bid to encompass all three campaigns. The bids must include: 1. Recommended detailed plan for each campaign 2. Timeline for each campaign 3. Detailed costs of options for each campaign 4. Monthly status reports 5. Methods used to evaluate effectiveness of the services performed 6. Final report outlining the results of the campaign with recommended changes for future campaigns. 7. References 8. Examples of similar campaigns Bids Due: March 8, 2019 Scope of Work Campaign #1: SMP Facebook Ads Goals: • Create and place three unique Facebook ads to reach target audiences with key messages about preventing, detecting and reporting Medicare fraud, errors and abuse • Create awareness of Iowa SMP as a resource for Iowans Target audiences: • Age 50-65 Iowa caregivers of people on Medicare in Linn, Scott, Black Hawk, Dubuque, Johnson, Pottawattamie, Story, Warren, Marshall and Dallas counties. • Iowans becoming eligible for Medicare at age 65 in Jasper, Marshall, Marion, Bremer, Wapello, Dickinson, Carroll, Story, Linn, • African American Iowans on Medicare in Polk and Black Hawk counties Maximum budget for all three target audiences combined: $7000.00 Campaign Completed by: May 30, 2019. Campaign #2: MIPPA Facebook Ads Goals: • Create and place Facebook ads that encourage eligible Medicare beneficiaries to apply for help with their Medicare and prescription drug costs • Test multiple unique messages for effectiveness with two audiences (see list below) Target audiences: • Iowa Medicare beneficiaries (age 65+) in rural counties (counties are listed in order of priority in Appendix following—proposal should indicate which counties can be targeted with budget allowed) • Age 50-65 Iowa caregivers of Medicare beneficiaries in Polk and Linn County Maximum budget for two target audiences combined: $10,000.00 Campaign completed by: September 29, 2019 Campaign #3: MIPPA Radio Ads Goals: • Create and run unique radio ad targeted at the first audience listed below that encourages eligible Medicare beneficiaries to apply for help with their Medicare and prescription drug costs • Create and run a unique radio ad targeted at the second audience listed below that encourages caregivers of Medicare beneficiaries to help the beneficiary apply for help with their Medicare and prescription drug costs Target audiences: • Iowa Medicare beneficiaries (age 65+) in Dubuque, Jackson, Clinton, Scott, Muscatine, Louisa, Des Moines and Lee counties • Age 50-65 Iowa caregivers of Medicare beneficiaries in Dubuque, Jackson, Clinton, Scott, Muscatine, Louisa, Des Moines and Lee counties Maximum budget for two target audiences combined: $10,000.00 Campaign completed by: September 29, 2019 Total Budget for Three Campaigns: $27,000.00 Submit Bids to: Kris Gross SHIIP/SMP Director Kris.gross@iid.iowa.gov Phone: 515-242-5190 FAX: 515-281-3059 APPENDIX—Campaign #2--Priority Rural Counties 1.
