Description

The Iowa Department of Administrative Services (DAS) is in need of the following services: Location: Lucas Building Data Center 1st Floor Provide all materials and labor to install a new 225A 120/208 V panel in 1st floor data room. Panel will require a new 150A 3 pole breaker to be installed in the basement. Contractor will be responsible for the new breaker and install as well as all wiring and conduit between the new breaker and new panel. Additionally the contractor will purchase and install nine (9) new 120/208V single phase 20A circuits to the data rack for the rectifiers inside the cage area of data center on 1st Floor Lucas. All Work must be Completed Prior to June 30, 2021. Contractor / Vendor acknowledges that the project is funded by the Homeland Security Grant Program (HSGP). The Vendor awarded the contract will be required to assist the ICN with any grant related information request. Subrecipients (ICN) and any contractors (Vendor), successors, transferees, and assignees acknowledge the Iowa Department of Homeland Security & Emergency Management - 2018 Grant Terms & Conditions agree to comply with applicable provisions governing DHS and HSEMD access to records, accounts, documents, information, facilities, and staff. a. Subrecipients must cooperate with any compliance reviews or complaint investigations conducted by DHS and/or HSEMD. b. Subrecipients must give DHS and HSEMD access to, and the right to examine and copy, records, accounts, and other documents and sources of information related to the subaward and permit access to facilities, personnel, and other individuals and information as may be necessary, as required by DHS or HSEMD and other applicable laws or program guidance. c. Subrecipients must submit timely, complete, and accurate reports to the appropriate DHS and HSEMD officials and maintain appropriate backup documentation to support the reports. d. Subrecipients must comply with all other special reporting, data collection, and evaluation requirements, as prescribed by law or detailed in program guidance or as requested by DHS or HSEMD. e. If, during the past three years, the subrecipient has been accused of discrimination on the grounds of race, color, national origin (including limited English proficiency), sex, age, disability, religion, or familial status, the subrecipient must provide a list of all such proceedings, pending or completed, including outcome and copies of settlement agreements to HSEMD by mail to the Grant Manager’s attention at 7900 Hickman Road, Suite 500, Windsor Heights, IA 50324. f. In the event any court or administrative agency makes a finding of discrimination on grounds of race, color, national origin (including limited English proficiency), sex, age, disability, religion, or familial status against the subrecipient, or the subrecipient settles a case or matter alleging such discrimination, subrecipients must forward a copy of the complaint and findings to HSEMD by mail at the address listed above. The State of Iowa and the United States have the right to seek judicial enforcement of these obligations. Also note: As this project is funded with federal grant money, the Davis-Bacon and related Acts apply. The Davis-Bacon and Related Acts, apply to contractors and subcontractors performing on federally funded or assisted contracts in excess of $2,000 for the construction, alteration, or repair (including painting and decorating) of public buildings or public works. Davis-Bacon Act and Related Act contractors and subcontractors must pay their laborers and mechanics employed under the contract no less than the locally prevailing wages and fringe benefits for corresponding work on similar projects in the area. The Davis-Bacon Act directs the Department of Labor to determine such locally prevailing wage rates. Vendor shall identify what rate shall be applied to the individual labor groups to determine what rate is applicable.
