Foreign Labor Housing Inspection

Description

The foreign labor program is designed to bring foreign workers into Iowa to help farmers and farm labor contractors with agricultural work when recruitment of domestic workers is insufficient to meet employers' labor needs. Iowa Workforce Development (IWD), Iowa's State Workforce Agency (SWA), is responsible for ensuring that the housing provided to agricultural workers through the foreign labor program meets Occupational Safety and Health Administration (OSHA) standards found at Title 29, Part 1910.142 of the Code of Federal Regulations (CFR) or U.S. Department of Labor, Employment and Training Administration (ETA) standards found at 20 CFR 654, Subpart E. The approved housing is a requirement under the foreign labor program, in compliance with 20 CFR 655, Subpart B, and 29 CFR 501. In 2017, IWD conducted 175 housing inspections. As a result of an increased labor need for foreign labor in Iowa, the number of required inspections is expected to increase. IWD is soliciting proposals from experienced parties to assist in meeting the agency's obligation to complete housing inspections in compliance with federal regulation.
