Description
The Early Childhood Iowa (ECI) initiative has a long and rich history of investing in young children and their families. In 1998 the Iowa legislature created Iowa Community Empowerment; known today as ECI and governed by Iowa Code 256I. ECI provides comprehensive systems coordination to support healthy growth and development of children, families, and communities via complex and strategic actions that deliberately incorporate roles and responsibilities of all citizens; guided by the ECI statewide strategic plan to move closer to ensuring ECI’s vision that “Every child, beginning at birth, will be healthy and successful.”
High quality early childhood education has tremendous potential to impact a child’s lifetime trajectory for long term financial, social-emotional, and physical well-being. Yet, the early childhood sector struggles to achieve and sustain quality in the sector, primarily because the challenging business model hampers the ability to recruit and retain a skilled, qualified workforce.
To address this issue, ECI is launching an effort to improve the financial sustainability of child care programs through expanded use of business technology (child care management software), and financial management coaching to support full utilization of these resources. Through this RFP, The ECI State Office, within the Iowa Department of Management, is seeking to identify one or more contractors to fulfill the duties of the Financial Management Consultants across the counties that align within the CCR&R regional boundaries.
For this initiative, one (1) to five (5) contractors will be selected to fulfill the description of work as described within this section four (4), scope of work. This means, one contractor may be selected to fulfill the deliverables across all 99 counties, aligned within the Child Care Resource & Referral Agencies’ (CCR&R’s) regional boundaries, or up to five (5) contractors may be selected to fulfill the duties of this contract.
The Financial Management Consultants will work with child care business administrators (center and home-based programs) to offer specific financial management coaching to identify and implement strategies to strengthen fiscal sustainability and support high quality programming. The Consultant supports programs in understanding business metrics such as enrollment strategies, full fee collection, cost-per-child calculations; and by utilizing automation (Child Care Management Software) to implement best business practices, support efficient operations, budgeting, and financial reporting. Individuals will provide services in a collaborative, reflective and efficient manner, according to the agency mission and philosophy and department goals.
