The Iowa Department of Natural Resources (DNR) hereby announces that all questions and answers have been publicly posted and is attached to this notice. NOTICE OF ADDENDUM #2 Request for Proposal 0CRDPBKHUND-100 Cedar Rock State Park Historic Structures Report ?The Iowa Department of Natural Resources (DNR) hereby announces its intent to AMEND Request for Proposal (RFP) 20CRDPBKHUND-100. Per Administrative Section 2 Subsection 2.8 of the RFP, the DNR reserves the right to amend the RFP at any time using an Addendum. The Contractor shall acknowledge receipt of Addenda in its Bid Proposal. The DNR is amending RFP 20CRDPBKHUND-100 per the attached document.

Cedar Rock State Park is home to the Frank Lloyd Wright designed Lowell and Agnes Walter Estate. The Walters commissioned Frank Lloyd Wright to design their retirement home on a unique 11-acre site near Independence, Iowa in 1945. Construction began in 1948 with the Walter’s making the property their home from 1950 until Lowell’s passing in 1981.
The property consists of a brick, concrete and glass signature Usonian designed home, an outdoor entertaining space Wright called the council fire, a river pavilion and a formal entrance gate all designed by Wright. Frank Lloyd Wright was the architect and interior designer for the site. Wright honored the property with a signature tile after the home was completed. After Lowell Walter’s passing the estate and its contents were donated to be used as a public site. Cedar Rock House is one of the most intact and open to the public signature Frank Lloyd Wright estates.
Collectively, public Frank Lloyd Wright sites attract over a million viewers yearly. Cedar Rock is an example of Wright’s Usonian design and a unique steel and glass structure from his portfolio. It also is home to the only original remaining Wright designed river pavilion with dedicated living space. The 11-acre estate lies in Cedar Rock State Park. The park consists of 426 acres of watershed protection, wetland, oak savanna, prairie, riparian woods, and agricultural lands along the Wapsipinicon River Corridor. In accordance with Lowell Walter’s wishes much of that land is open for public use, hunting, wildlife habitat, and an area where land and water conservation practices are being implemented. Due to the interpretive nature of the site, much of the materials for the developmental history of the site are readily available.
In an effort to strengthen the DNR’s preservation plan for the architecturally-significant structures of Cedar Rock State Park, we are seeking a Historic Structures Report for the Frank Lloyd Wright designed Lowell and Agnes Walter Estate 11-acre estate. This Historic Structures Report will be modeled following Attachment #8 National Park Service Preservation Brief 43 and Attachment #9 Historic Structure & Preservation Plans: A Preparation Guide – Second Edition.
A Mandatory Contractor’s Conference will be held on July 23, 2019, at 10:00 AM Central Time at Cedar Rock State Park, Lowell and Agnes Walter Estate, 2611 Quasqueton Diagonal Blvd, Independence, Iowa 50644.
